Occupational health services




    Organization, missions, multidisciplinary, contracting, licensing
    Occupational health services have to advise employers, workers and their representatives to avoid any deterioration of health workers due to their work. In the business to business services, this mission is carried out by a multidisciplinary team. The priorities of the activities of these services are described as part of a multi-year contract of objectives and means (CPOM).

    To ensure medical care for employees, the Labour Code requires employers to organize or join a health service to work. These are organized either as a standalone service or a health service to work multi (SSTI). A self service group, company or institution can be established when the number of employees reaches or exceeds followed 500 employees. This choice is made by the employer.

    When the number of employees followed the company or institution is less than 500 employees, the employer must adhere to a SSTI.

    General missions

    Occupational health services have exclusive mission to prevent any alteration of the health of workers due to their work. To this end, they:

        lead health policy at work, in order to preserve physical and mental health of workers throughout their careers;
        advise employers, workers and their representatives on the steps and measures necessary to prevent or reduce occupational risks, improve working conditions, to prevent the consumption of alcohol and drugs in the workplace, prevent or reduce the strain at work and professional withdrawal and contributing to the continued employment of workers;
        undertake surveillance of the health of workers based on the risks concerning safety and health at work, the strain at work and age;
        involved in monitoring and contributing to the traceability of occupational exposures and health monitoring.

    multidisciplinary

    Circular DGT / 13 of 9 November 2012 on the implementation of the reform of occupational medicine and occupational health services reaffirms the importance of a multidisciplinary approach. It "should be sought not only in the SSTI where the constitution of at least one multidisciplinary team is required, but also in companies with self service".


    In SSTI, the missions are performed by a multidisciplinary team including occupational health physicians labor, IPRP, and nurses. These teams may be supplemented by assistants working in health services (ASST), and professionals recruited after consulting the doctors. They may also include a social service work. Occupational physicians run and coordinate the multidisciplinary team.
    contractualization

    In the multi-service, medical technical committee's mission is to formulate proposals on service priorities and multidisciplinary actions conducted by its members.



    (. Art D. 4622-29 of the Labour Code) medico-technical commission is made:

        President of the health service to work,
        occupational physicians of the service,
        IPRP of the service,
        nurses,
        Assistants working in health services,
        professionals recruited after consulting the doctors.

    As such, is developed in this medical-technical commission, a multi-year service project that defines the service action priorities and that is part of the broader framework of the multi-year contract of objectives and means (CPOM ) provided for in Article L. 4622-10 of the Labour Code. The project is subject to approval of the Board.


    CPOM is concluded between:

        service, firstly,
        DIRECCTE and secondly CARSAT,
        after consultation of employers' organizations, social partners and regional health agencies (ARS).
        

    The CPOM concluded for a period of five years (revisable through amendments), defines actions to:

        Implement the priority actions of the multi-year service project provided for in Article L. 4612-14 of the Labour Code and the emergence of good practices.
        Improve individual and collective quality of prevention of occupational hazards and working conditions.
        Implement regional targets defined occupational health in regional health plans at work.
        Promote collective and concerted approach and actions in the workplace.
        Pool, including between occupational health services, resources, tools, methods, actions, particularly for smaller companies.
        Target resources and actions on some professional sectors, for specific audiences or prevention of specific risks.
        Allowing the continued employment of workers and the fight against professional withdrawal.
        

    In this context, the multi-year contract, indicates the resources mobilized by the parties, action planning and collaborative manner to achieve targets. It also determines the arrangements for monitoring, control and evaluation of the results, using quantitative and qualitative indicators.

    More broadly, the CPOM essentially to implement the policy priorities of the multiannual service project in line with the regional objectives of occupational health and prevention, including defined in the Regional Occupational Health Plan (PRST) and territorial declination of the target agreement and management Occupational Injuries (COG).
